Northbourne Avenue major upgrade

BMCA was engaged to support a major upgrade of Northbourne Avenue following the ACT Government’s delivery of light rail between the City Centre and Gungahlin.

The project involved pavement rehabilitation and safety feature upgrades using innovative foam-stabilised bitumen construction techniques and sustainable materials, including recycled glass sand.

As a sub-consultant to Stantec, BMCA provided design peer review, contract administration, Principal’s Authorised Person (PAP) services and site surveillance during construction.

Our team’s hands-on approach and proactive management ensured the works were completed ahead of schedule, with no contract variations.

Our team led the design peer review process, conducting detailed site inspections with Roads ACT to identify physical constraints and guide a practical, buildable design.

On site, we led surveillance and traffic management efforts, ensuring safe, continuous traffic flow during complex staging and night shifts.

Innovatively, BMCA implemented hands-free, dashboard-mounted video recording to audit traffic control devices in highly congested and hazardous areas safely and efficiently. These real-time, geo-tagged images were shared with project stakeholders through ConstructionEye, supporting timely issue resolution and risk mitigation. This included supporting on-the-spot decision making where soft spots were identified, or lime stabilisation was required.

Through expert supervision, innovative monitoring, and collaborative planning, BMCA helped deliver this essential infrastructure upgrade on time and with minimal disruption to the community.
