Garden City Cycleway Stages 1B and 1C

Black Mountain Construction Assurance (BMCA) played a critical role in delivering the Garden City Cycleway – Stages 1B and 1C, a key active travel project connecting Canberra’s Inner North to the City Centre.

BMCA provided expert superintendency, construction surveillance, and contract administration services, supporting the ACT Government’s vision for a more sustainable, people-focused transport network.

The project involved managing two separate construction contracts under a single administration agreement, allowing for coordinated delivery across both sites and contractors.

Our team worked closely with TCCS and delivery partners to ensure both stages were delivered within budget – Stage 1B a month ahead of schedule, and Stage 1C on time.

Key project features
  • 320m cycle path along Ijong Street, including a new signalised intersection at Limestone Avenue (Stage 1B)
  • 800m cycle path along Angas Street, including crossings at Angas Street and Wakefield Avenue (Stage 1C)
  • New street lighting, traffic control devices, active travel treatments and landscaping
  • Signalisation of the Limestone Avenue intersection, including electrical underboring
  • Full integration with existing urban infrastructure and services

BMCA maintained a strong on-site presence during key construction phases and weekend closures, ensuring delivery quality and public safety.

We also played an active role in stakeholder engagement, working with Canberra Urban Treescapes, the ACT Government’s Disruption Taskforce, and Ainslie Football Club, while supporting TCCS-led community engagement with timely updates and local responsiveness.

We led the resolution of several complex site issues, which required design revisions and night works. Full weekend shutdowns of Limestone Avenue were also successfully managed through staged access and proactive communication.

To protect existing trees and accelerate construction, BMCA revised vertical alignments and pavement treatments – minimising the need for subgrade reconditioning while preserving design integrity.

We also identified cost-saving opportunities, including a revised pavement design that resulted in about $200,000 cost savings, helping to reduce variation claims without compromising specifications.

The project’s success was also due to BMCA’s adaptability during critical periods, including a full shutdown over the 2024 Christmas period and contingency planning for the visit of King Charles. Our team worked closely with contractors and government stakeholders to maintain momentum and ensure minimal disruption during these high-impact events.

The use of our custom-built ConstructionEye platform provided real-time coordination and monitoring during complex phases – especially over the shutdown weekend – allowing live tracking of activities, better communication and efficient issue resolution.

BMCA’s early involvement, leadership and collaborative problem-solving supported high-quality outcomes and reduced community disruption. Our contribution helped deliver a safer, more connected cycleway that strengthens Canberra’s active transport network.
