Black Mountain Construction Assurance (BMCA) supported the transformation of Hibberson Street and the Gungahlin Light Rail Terminus into a vibrant, high-amenity public precinct. Key features included a pedestrianised main street, bespoke bus shelters, and strong connections to active travel networks and the new light rail terminus.
Delivered as part of the ACT Government’s Gungahlin Precinct Strategy, the project supported growth and mode shift by providing high-quality, integrated public infrastructure. The works included construction of the Gungahlin Bus Station and raised platform, extensive paving and hard landscaping, street lighting upgrades, utility relocations, and delivery of active travel and wayfinding elements.
BMCA provided daily surveillance and contract administration services, with our team working alongside AECOM to ensure the delivery of a resilient, accessible and well-integrated public realm.

Working within a busy commercial centre, BMCA helped coordinate utility relocations and access requirements while maintaining pedestrian connectivity and shopfront access. A staged construction approach and rigorous traffic management ensured milestone completion in time for the key Christmas retail period.
Construction required full road closures and detours for vehicles, cyclists and pedestrians. BMCA provided daily inspection of traffic management installations, adapting barriers and signage as needed to minimise disruption and maintain safety.
Coordination with Icon Water and NBN was critical to maintaining progress. BMCA actively managed delays and design challenges, including temporary works solutions to maintain momentum while permanent service relocations progressed.
Community engagement was also a project priority. BMCA supported communication activities including a virtual reality display at Gungahlin Market Place and regular resident updates. Construction impacts were mitigated through noise barriers and programmed after-hours work, contributing to strong community sentiment and support.
